'एक्शन प्लान'
(Action Plan)
1. भोपाल में, 'पालि अध्ययन और प्रशिक्षण प्रतिष्ठान' स्थापित करने बाबद शासन को पुन: मांग-पत्र प्रस्तुत किया जाये और पूर्व में सौपें गए मांग-पत्र पर शासन द्वारा उठाये गए कदमों की जानकारी ली जाये।
Re-submission of Memorandum and necessary pursuance of previous submitted memorandum, to the Govt, to Establish of The Institution of Pali Studies and Training, in Bhopal.
2. संस्था के सञ्चालन के लिए 10 सदस्यों वाला 'बोर्ड ऑफ़ डाइरेक्टर' का गठन किया जाये जिसके अध्यक्ष मान. लखनलाल (पूर्व आई. जी.) हों। BOD की सदस्य सीमा बढाकर 15 की गई है।
Constitute a 10 members of Board of Directors(BOD) for the purpose of administration, in Chairmanship of Hon. Lakhanlal, I.G.(Rtd)
3. संस्था के उद्देश्य और कार्यप्रणाली के लिए 'बाय-लाज' बना कर संस्था को रजिस्टर्ड किया जाये।
To Frame By-Laws for the functioning of IPST, and its Registration.
4. बैंक में संस्था का एकाउन्ट खोला जाये .
Open Bank A/C in the name of IPST.
5. 'बोर्ड ऑफ़ डाइरेक्टर' का प्रत्येक सदस्य संस्था की प्राथमिक सदस्यता के बतौर प्रति सदस्य 1 लाख रुपये एकमुश्त अथवा किश्तों में 14 अक्टू 2020 तक संस्था के एकाउन्ट में जमा करें।
The BOD Members have to deposit Rs/ One Lac at a time/installments up to 14 Oct. 2020.

कार्य-क्षेत्र - सम्पूर्ण भारतवर्ष।
Work area- All India
उद्देश्य- पालिभाषा का अध्ययन और प्रशिक्षण ।
Object- To Studies of Pali Language and Training .
कार्य- उक्त उद्देश्य की पूर्ति के लिए संस्था निम्न कार्य करेगी-
Work- To attained the object, the Institution shall run-
1. स्कूली और उच्च शिक्षा, शोध के पाठ्य-क्रमों का सञ्चालन।
To run Schools and Higher Education, Research faculties etc.
2. अन्य विषयों के साथ धम्मलिपि/अशोक लिपि का अध्ययन-अध्यापन और शोध.
To Study, Teaching and Resaerch of Pali and Dhammlipi(Ashoklipi) in addition to other subjects.
3. डॉ. अम्बेडकर कृत 'बुद्धा एंड हिज धम्मा' की दृष्टी से पालि-ग्रंथों का अध्ययन-अध्यापन और शोध।
To Studies, Teaching and Resaerch of Pali Ti-Pitak in view of Baba Sahab Dr. Ambedkar' work 'Buddha and His Dhamma'.
4. बौद्ध पुरातात्विक स्थानों का अध्ययन-अध्यापन और शोध ।
To Studies and research of Buddhist related ancient/Architecture places/spots
5. पालि भाषा(धम्मलिपि) अध्ययन से रोजगार से अवसर बढ़ाना।
To Create employments through Studies of Pali/Dhammlipi.
6. पालि/बौद्ध अध्ययन से मध्य-प्रदेश/भारतवर्ष की छवि विश्व मानचित्र में निखारना।
Shining of M.P./India through Studies of Ancient Pali Language/Buddhist Inheritance, in world map
7. बौद्ध विहारों/संथागारों में पालि भाषा सम्बन्धी शैक्षणिक कार्यक्रमों का सञ्चालन।
To run Pali-Educational programs in Buddha Viharas/Monestaries.
8. बौद्ध नैतिक शिक्षा, शील, सदाचार का अध्ययन।
To Studies of Vinay/Buddhist way of life and Moral Education.
9. विपस्सना अध्ययन और शोध।
To Studies and Research in field of Vipassana.
10. बौद्ध प्रतीक, पर्व/त्यौहार, सम्राट अशोक का जन्म दिवस(लिपि दिवस) आदि का अध्ययन और शोध ।
Studies and research of Buddhist Marks/Events, Lipi Day(Birth Day of Ashok) etc.
11. वाट्स-एप, टेलीग्राम, यू ट्यूब आदि सोशलसाइट्स/ मीडिया द्वारा पालि कक्षाएं संचालित करना ।
To run Pali Learning classes through WhatsApp, Teilgram, You Tubes etc
12. शासन द्वारा किए जा रहे जन-कल्याण के कार्यों में सह-भागिता।
To Perform Social responsibility as directed by Govt.
प्रबंध- संस्था के प्रबंध के लिए 15 से 20 सदस्यीय बीओडी(बोर्ड ऑफ़ डायरेक्टर्स) होगा।
Administration- The 15 to 20 Members BOD(Board of Directors) shall be the Administrative Body.
कार्य-सञ्चालन- संस्था के दैनिक कार्य-सञ्चालन हेतु सचिव आदि मिलाकर एक कार्य-समिति होगी।
Executives- For day to day work, there shall be an Executive Body having Secretary and its staff.
एडवायजरी बोर्ड- पालि विषयक विशेषज्ञों का एक पेनल होगा।
Advisory Board- There shall be an Advisory Board having Specialist in Pali concern
जो सदस्य संस्था के By-Laws में रूचि रखते हैं, वे इसमें संवर्धन/परिवर्द्धन कर सकते हैं. वास्ते सूचनार्थ।

1. By-Laws of this Institution are being formulated and Registration is being done of this Body.
2. Please guide us for taking notes of your valuable advice in this respect.
3. We are not personally known to each other, but synchronizing with goal/object of this Institution, and having that vision, we can go ahead.
4. Being the Lieutenant of Dr. Babasahab Ambedkar, it's social responsibility on our shoulder, to work, to unearthed, to restate ancient Pali Language and it's Dhammlipi(Ashoklipi) in which Loard Buddha delivered His Preaching. We are waiting, eagerly awaited your valuable suggestion. Thanks a lot.

Membership Of the Institution-
1. सोसायटी नियम, प्रारूप एक (क) के उपनियम- 5 के परिपालन में संस्था के सदस्य निम्न तीन प्रवर्गों में होंगे-
Following the concern rule of 'Firm and Society' there are three(3) heads of Membership.
(क ) संरक्षक सदस्य(Trusty)- इस प्रवर्ग के सदस्य को संस्था की सदस्यता के बतौर संस्था के एकाउंट में एक लाख रूपया एकमुश्त/सुविधानुसार किश्तों में 14 अक्टू(धम्म दिवस) तक जमा करना होगा। ये ही सदस्य संस्था के निदेशक होंगे।
Trusty Membership- Board of Directors.
(ख )- आजीवन सदस्य(Life Membership):
इस प्रवर्ग के सदस्य को अपने अंशदान के बतौर संस्था के एकाउंट में रू. 10, 000/- एकमुश्त/सुविधानुसार किश्तों में 14 अक्टू(धम्म दिवस) तक जमा करना होगा।
Rs. 10,000/- at a time/partly shall be their contribution and have to deposit up to 14th Oct. 2020.
(ग)- साधारण सदस्य- इस प्रवर्ग के सदस्य को अपने अंशदान के बतौर संस्था के एकाउंट में रू. 100/- प्रतिमाह जमा करना होगा। साधारण सदस्य केवल उसी कालवधि के लिए सदस्य होंगे जिसके लिए वह अंशदान करेगा।
General Membership- Rs/- 100/- per month is their contribution and shall be valid for contributed period.
(घ) मानद सदस्य(Honorable Membership)-
2. उक्त प्रवर्गों के सदस्य ही उपनियम 12 के तहत प्रबंधकारिणी/कार्यकारिणी(Executive Body) का गठन करते हैं.

कार्य-क्षेत्र - सम्पूर्ण भारतवर्ष।
Work area- All India
उद्देश्य- पालिभाषा का अध्ययन, अध्यापन, प्रशिक्षण और शोध ।
Object/Goal- Studies of Pali Language, Research, Teaching and Training .
उक्त उद्देश्य की पूर्ति के लिए संस्था निम्न कार्य करेगी-
To attained the object/goal, the Institution shall execute the following activities to attain the Objectives/Goals-
Work/Activities-
1. प्रायमरी स्कूल, मिडिल स्कूल, हायर सेकेंडरी, स्नातक, पोस्ट-स्नातक, पीएच डी, डिप्लोमा आदि उच्च शिक्षा, शोध के पाठ्य-क्रमों का सञ्चालन करना ।
To run Primary Schools, Middle Schools, Higher Secondary, Graduations, Post-Graduation, PhD and diploma.
2. अन्य विषयों के साथ पालि भाषा का नागरी-लिपि, धम्मलिपि(अशोक लिपि) और अहिन्दी भाषियों(राष्ट्रीय, अंतराष्ट्रीय) के लिए रोमन-लिपि में अध्ययन-अध्यापन और शोध.
In addition to other subjects, Studies, Teaching and Research of Pali in Nagari-lipi, Dhamma-lipi(Ashok-lipi) and in Roman-lipi to promote it among Non-Hindi speaking people (national and international).
3. डॉ. अम्बेडकर कृत 'बुद्धा एंड हिज धम्मा' की दृष्टी से पालि-ग्रंथों का अध्ययन-अध्यापन और शोध।
Critical Studies of Pali Ti-Pitak and associates literature in view of Baba Sahab Dr. Ambedkar' work 'Buddha and His Dhamma'.
4. राष्ट्रीय, अन्तराष्ट्रीय बुद्धिस्ट स्मारक (बौद्ध-विश्व-विद्यालय, संस्थागार, विहार, गुफाएं, लेनी, स्तूप आदि ) पुरातात्विक स्थानों का संस्कृति, धर्म, इतिहास, भाषायी और सामाजिक, आर्थिक और शैक्षणिक महत्ता की दृष्टी से अध्ययन-अध्यापन और शोध ।
Studies and research of National and International Buddhist Monuments (Buddhist Universities, Monasteries, Vihars, Caves and Lenies, Stupas etc.) architecture places/spots in the reference of culture, religious, historical, linguistic and social, economic and educational importance.
5. पालि के अध्ययन, अध्यापन एवं तत्सम्बन्धी अन्वेषण से रोजगार के अवसर निर्माण करना ।
Create the opportunities of employments through Teaching, Training and Advanced Research Studies of Pali Language and Literature
6. पालि भाषा, साहित्य, बुद्ध उपदेश, सम्राट अशोक का धम्म-मिशन, प्रबुद्ध भारत तथा धर्म, संस्कृति, सामाजिक, आर्थिक, शैक्षणिक, विश्व मानवता के सशक्तिकरण की स्थापना में, सुख, शांति, समृद्धता का मार्ग दिखाते हुए बोधिसत्व बाबासाहब डॉ अम्बेडकर के मिशन को महत्त्व को रेखांकित करना .
To highlight the role and importance of Pali language and literature,Teachings of Buddha, Dhamma Mission of Samtrat Ashoka and Buddhist India dream and Mission of Bodhisatva Babasahab Dr. Ambedkar in establishing of culture, religious, social, economic and education
empowerment of world humanity by showing path of Peace, Happiness and prosperity.
7. बुद्धविहारों/संथागारों, अम्बेडकरी/बौद्ध संस्थाओं/संगठनों से सम्बद्ध भिक्खु, उपासक, बच्चें, युवकों के बीच पालि भाषा सम्बन्धी औपचारिक, अनौपचारिक शैक्षणिक कार्यक्रम और पालि कक्षाओं का सञ्चालन।
To organize formal and informal courses and classes of Pali for Bhikkhus, Upasakas, children, youths related to Buddha Vihars/Monestaries, staffs of Ambekarites and Buddhists Institutions and organizations.
8. सामाजिक जीवन और नैतिक शिक्षण में समता, स्वतंत्रता और बंधुत्व की स्थापना हेतु विनय, बुद्धिस्ट जीवन, वैज्ञानिक तार्किक सोच, जागरूकता, संवैधानिक महत्त्व का अध्ययन।
Studies of Vinay/Buddhist way of life, rationality and scientific thinking, awareness and importance of Constitution in establishing of EQUALITY, LIBERTY AND FRATERNITY in social life and Moral Education.
9. विपस्सना अध्ययन और शोध।
Studies and Research in field of Vipassana.
10. वर्तमान धम्म और उसके पुनर्जीवन से सम्बंधित विभूतियों, प्रतीकों, पर्व/त्यौहारों, सम्राट अशोक का जन्म दिवस(लिपि दिवस) आदि का अध्ययन और शोध ।
Studies and research on Great Buddhist Personalities who contributed in revival and survival of Dhamma Marks/Events, Lipi Day(Birth Day of Ashok etc.
11. अन्तराष्ट्रीय पालि-दिवस, पालि-जागरूकता सप्ताह/माह, पालि-उत्सव, पालि-ज्ञान प्रतियोगिता, पालि- निबंध प्रतियोगिता, पालि भाषा, साहित्य और बुद्धोपदेश के प्रति जागरूकता हेतु वार्षिक सम्मलेन आयोजित करना .
To organize International Pali Day, Pali awareness week/month, Pali Festival, Pali Knowladge competition, Essay competition on Pali and Buddhism and Annually Pali Conference for creating awareness toward Pali language, Literature and Teaching of Buddha.
12. एमओओसी, वाट्स-एप, टेलीग्राम, यू ट्यूब आदि सोशल-मीडिया/साइट्स के द्वारा पालि शिक्षण कक्षाएं, डिग्री, डिप्लोमा पाठ्यक्रम संचालित करना ।
To organize online Pali Learing classes and diploma courses and degree courses, through MOOC(Massive Online Open Courses), social media such as WhatsApp, Telegram, You Tubes etc
13. पालि, बौद्ध अध्ययन के क्षेत्र में समान उद्देश्य वाली राष्ट्रीय, अन्तराष्ट्रीय संस्थानों, विश्व-विद्यालयों/विभागों के मध्य सम्बन्ध और सहयोग विकसित करना।
To develop linkage and collaboration with national and international institution/ universities/ departments on Pali, Buddhist studies for attaining similar objectives.
14. बैठकों और विचार-विमर्श द्वारा भारतीय संविधान की 8 अनुसूची में पालि भाषा को सूचीबद्ध करने और संरक्षित भाषा का दर्जा देने तथा हाई स्कूल, उच्चतर माध्यमिक कक्षाओं, भारतीय विश्व-विद्यालयों में एक विषय के रूप में शामिल कराने लोगों में जागरूकता पैदा करना।
To create awareness among people through meetings, discussion, companion for inclusion of Pali language in 8th Schedule of Indian Constitution and status of classical language and also inclusion in as a subject in High Schools, Intermediate classes and Indian Universities as an independent Department.
15. जन-मानस में प्रचार के लिए 'पालिबुद्ध वाणी' हिंदी-अंग्रेजी द्वि-भाषी पत्रिका तथा शैक्षणिक, बौद्धिक जगत के लिए पाली भाषा और साहित्य की अन्तराष्ट्रीय पत्रिका प्रकाशित करना।
To publish a monthly/Quarterly Magazine PALI BUDDHA VANI bilingual Hindi and English for popularization among masses and International Journal of Pali Language and Literature for academicians and intellectuals.
16. पालि के प्रचार के लिए राष्ट्रिय, अन्तराष्ट्रीय सम्मलेन, सेमिनार, कार्य-शाला आयोजित कर पालि से सम्बंधित मुद्दों को उठाना।
To organize National international conference, seminars, workshops on promotion of Pali and highlight the issues related to Pali.
17. जन-कल्याण से सम्बंधित शासन के कार्यों में सह-भागिता।
Participation in social causes with Govt.

1. स्टेटस- एनजीओ
Status- Non Profit Company(NGO)
2. कानून/एक्ट- सोसायटी रजिस्टेशन एक्ट 1860
Act/Law applied- Societies Registration Act 1860.
3. एक ही परिवार के सदस्य सोसायटी में नहीं हो सकते।
Eligibility of Family Members- Members of the same family can not be member of the society.
4. संचालन का कार्य-क्षेत्र- सम्पूर्ण भारतवर्ष, राष्टीय स्तर पर रजिस्टर्ड।
Area of Operation- If registered as a National level, Society can be operated throughout India.
5. कम-से-कम 8 सदस्य देश के अलग-अलग राज्यों से होना अनिवार्य है।
Minimum Members at National level- Minimum 8 Members from 8 different states are required in National level Society.
6. कार्यकारिणी का प्रारूप- 1. जनरल बाॅडी 2. एक्जेक्युटिव कमेटी।
Governing Structure- 1. General Body. 2. Executive Committee.
7. वोटिंग अधिकार- एक समान।
Vote Power- All the Members of the Society have equal rights in the General Body.
8. फन्डिंग- सोसायटी, राज्य और केन्द्र सरकार से फन्ड प्राप्त कर सकती है।
Funding- Can get Fund from Govt. Ministries/Deportment.
9. एन्युअल रिपोर्ट व डाक्यूमेन्टेशन- प्रज्येक वित्तीय वर्ष एन्युअल रिपोर्ट इनकम टेक्स की आडिट के साथ भेजना होता है।
Annual Report and documentation- Annual list of Managing body is to be filed every year.
10. मीटिंग- समय-समय पर जनरल बाॅडी और बोर्ड मीटिंग करना आवश्यक।
Gen. body and Board meetings- General Body and Board Meeting are required to be held up as prescribed in the Bye-Laws of the Society.
11. विदेशी सदस्यता- कोई विदेशी सोसायटी का सदस्य बन सकता है।
Foreign Membership- A foreigner can be a Member of the Society.
12. प्रोविजन आफ रिकरिंग एक्सपेडिचर- न के बराबर।
Recurring and Expenditure- Minimum statutory compliance's are required.
13. स्कूल/कालेज शिक्षण संस्था चलाने की योग्यता- सोसायटी सभी राज्यों में स्कूल-कालेज शिक्षण संस्थाएं खोल सकती है।
Eligibility for School/College formation- Society is eligible for Schools/College formation in all states of India.
14. तनख्वाह/वेतन/सैलरी का अधिकार- जनरल बाॅडी के सदस्यों को तनख्वाह देने के आदेश पारित किया जा सकता है।
Can members get Payment or can not- General Body can permit and approve to get payment.

1. प्रायमरी स्कूल, मिडिल स्कूल, हायर सेकेंडरी, स्नातक, पोस्ट-स्नातक, पीएच डी, डिप्लोमा आदि उच्च शिक्षा, शोध के पाठ्य-क्रमों का सञ्चालन करना ।
To run Primary Schools, Middle Schools, Higher Secondary, Graduations, Post-Graduation, PhD and diploma.
2. अन्य विषयों के साथ पालि भाषा का नागरी-लिपि, धम्मलिपि(अशोक लिपि) और अहिन्दी भाषियों(राष्ट्रीय, अंतराष्ट्रीय) के लिए रोमन-लिपि में अध्ययन-अध्यापन और शोध.
In addition to other subjects, Studies, Teaching and Research of Pali in Nagari-lipi, Dhamma-lipi(Ashok-lipi) and in Roman-lipi to promote it among Non-Hindi speaking people (national and international).
3. डॉ. अम्बेडकर कृत 'बुद्धा एंड हिज धम्मा' की दृष्टी से पालि-ग्रंथों का अध्ययन-अध्यापन और शोध।
Critical Studies of Pali Ti-Pitak and associates literature in view of Baba Sahab Dr. Ambedkar' work 'Buddha and His Dhamma'.
4. राष्ट्रीय, अन्तराष्ट्रीय बुद्धिस्ट स्मारक (बौद्ध-विश्व-विद्यालय, संस्थागार, विहार, गुफाएं, लेनी, स्तूप आदि ) पुरातात्विक स्थानों का संस्कृति, धर्म, इतिहास, भाषायी और सामाजिक, आर्थिक और शैक्षणिक महत्ता की दृष्टी से अध्ययन-अध्यापन और शोध ।
Studies and research of National and International Buddhist Monuments (Buddhist Universities, Monasteries, Vihars, Caves and Lenies, Stupas etc.) architecture places/spots in the reference of culture, religious, historical, linguistic and social, economic and educational importance.
5. पालि और धम्मलिपि के अध्ययन, अध्यापन एवं तत्सम्बन्धी अन्वेषण से रोजगार के अवसर निर्माण करना ।
Create the opportunities of employments through Teaching, Training and Advanced Research Studies of Dhammlipi and Pali Language and Literature
6. पालि भाषा, साहित्य, बुद्ध उपदेश, सम्राट अशोक का धम्म-मिशन, प्रबुद्ध भारत तथा धर्म, संस्कृति, सामाजिक, आर्थिक, शैक्षणिक, विश्व मानवता के सशक्तिकरण की स्थापना में, सुख, शांति, समृद्धता का मार्ग दिखाते हुए बोधिसत्व बाबासाहब डॉ अम्बेडकर के मिशन को महत्त्व को रेखांकित करना .
To highlight the role and importance of Pali language and literature,Teachings of Buddha, Dhamma Mission of Samtrat Ashoka and Buddhist India dream and Mission of Bodhisatva Babasahab Dr. Ambedkar in establishing of culture, religious, social, economic and education
empowerment of world humanity by showing path of Peace, Happiness and prosperity.
7. बुद्धविहारों/संथागारों, अम्बेडकरी/बौद्ध संस्थाओं/संगठनों से सम्बद्ध भिक्खु, उपासक, बच्चें, युवकों के बीच पालि भाषा, धम्मलिपि सम्बन्धी औपचारिक, अनौपचारिक शैक्षणिक कार्यक्रम और पालि, धम्मलिपि कक्षाओं का सञ्चालन।
To organize formal and informal courses and classes of Pali and Dhammlipi for Bhikkhus, Upasakas, children, youths related to Buddha Vihars/Monestaries, staffs of Ambekarites and Buddhists Institutions and organizations.
8. सामाजिक जीवन और नैतिक शिक्षण में समता, स्वतंत्रता और बंधुत्व की स्थापना हेतु विनय, बुद्धिस्ट जीवन, वैज्ञानिक तार्किक सोच, जागरूकता, संवैधानिक महत्त्व का अध्ययन।
Studies of Vinay/Buddhist way of life, rationality and scientific thinking, awareness and importance of Constitution in establishing of EQUALITY, LIBERTY AND FRATERNITY in social life and Moral Education.
9. विपस्सना अध्ययन और शोध।
Studies and Research in field of Vipassana.
10. वर्तमान धम्म और उसके पुनर्जीवन से सम्बंधित विभूतियों, प्रतीकों, पर्व/त्यौहारों, सम्राट असोक का जन्म दिवस(धम्मलिपि दिवस) आदि का अध्ययन और शोध ।
Studies and research on Great Buddhist Personalities who contributed in revival and survival of Dhamma Marks/Events, Dhammlipi Day(Birth Day of Asoka etc.
11. अन्तराष्ट्रीय पालि-दिवस, पालि-जागरूकता सप्ताह/माह, पालि-उत्सव, पालि-ज्ञान प्रतियोगिता, पालि- निबंध प्रतियोगिता, पालि भाषा, साहित्य और बुद्धोपदेश के प्रति जागरूकता हेतु वार्षिक सम्मलेन आयोजित करना .
To organize International Pali Day, Pali awareness week/month, Pali Festival, Pali Knowladge competition, Essay competition on Pali and Buddhism and Annually Pali Conference for creating awareness toward Pali language, Literature and Teaching of Buddha.
12. एमओओसी, वाट्स-एप, टेलीग्राम, यू ट्यूब आदि सोशल-मीडिया/साइट्स के द्वारा पालि और धम्मलिपि शिक्षण कक्षाएं, डिग्री, डिप्लोमा पाठ्यक्रम संचालित करना ।
To organize online Pali and Dhammlipi Learing classes and diploma courses and degree courses, through MOOC(Massive Online Open Courses), social media such as WhatsApp, Telegram, You Tubes etc
13. पालि, धम्मलिपि और बौद्ध अध्ययन के क्षेत्र में समान उद्देश्य वाली राष्ट्रीय, अन्तराष्ट्रीय संस्थानों, विश्व-विद्यालयों/विभागों के मध्य सम्बन्ध और सहयोग विकसित करना।
To develop linkage and collaboration with national and international institution/ universities/ departments on Pali, Dhammlipi and Buddhist studies for attaining similar objectives.
14. बैठकों और विचार-विमर्श द्वारा भारतीय संविधान की 8 अनुसूची में पालि भाषा को सूचीबद्ध करने और संरक्षित भाषा का दर्जा देने तथा हाई स्कूल, उच्चतर माध्यमिक कक्षाओं, भारतीय विश्व-विद्यालयों में एक विषय के रूप में शामिल कराने लोगों में जागरूकता पैदा करना।
To create awareness among people through meetings, discussion, companion for inclusion of Pali language in 8th Schedule of Indian Constitution and status of classical language and also inclusion in as a subject in High Schools, Intermediate classes and Indian Universities as an independent Department.
15. जन-मानस में प्रचार के लिए 'पालिबुद्ध वाणी' हिंदी-अंग्रेजी द्वि-भाषी पत्रिका तथा शैक्षणिक, बौद्धिक जगत के लिए धम्मलिपि, पालीभाषा और साहित्य की अन्तराष्ट्रीय पत्रिका प्रकाशित करना।
To publish a monthly/Quarterly Magazine PALI BUDDHA VANI bilingual Hindi and English for popularization among masses and International Journal of Dhammlipi and Pali Language and Literature for academicians and intellectuals.
16. पालि भाषा और धम्मलिपि के प्रचार के लिए राष्ट्रिय, अन्तराष्ट्रीय सम्मलेन, सेमिनार, कार्य-शाला आयोजित कर इससे सम्बंधित मुद्दों को उठाना।
To organize National international conference, seminars, workshops on promotion of Pali, Dhammlipi and highlight the issues related to this.
17. धम्मलिपि और पालि भाषा में उन्नत साहित्य, शोध, अध्यापन, प्रशिक्षण, प्रकाशन करने और राष्ट्रीय , अन्तर्राष्ट्रीय संगठनों, संस्थाओं को सुलभ, सहयोग देने के लिए एक 'अन्तराष्ट्रीय पालि एडवांसमेन्ट सोसायटी' की स्थापना करना।
To establish a society 'International society for Pali Advancement(ISPA) for providing the platform for promotion of Dhammlipi and Pali Literature, Research, Teaching, Training, Publication and facilitate and co-operate to other national and international organizations and institutions.

1. भोपाल में, 'पालि अध्ययन और प्रशिक्षण प्रतिष्ठान' स्थापित करने बाबद शासन को पुन: मांग-पत्र प्रस्तुत किया जाये और पूर्व में सौपें गए मांग-पत्र पर शासन द्वारा उठाये गए कदमों की जानकारी ली जाये।
Re-submission of Memorandum and necessary pursuance of previous submitted memorandum, to the Govt, to Establish of The Institution of Pali Studies and Training, in Bhopal.
2. संस्था के सञ्चालन के लिए 10 सदस्यों वाला 'बोर्ड ऑफ़ डाइरेक्टर' का गठन किया जाये जिसके अध्यक्ष मान. लखनलाल (पूर्व आई. जी.) हों। BOD की सदस्य सीमा बढाकर 15 की गई है।
Constitute a 10 members of Board of Directors(BOD) for the purpose of administration, in Chairmanship of Hon. Lakhanlal, I.G.(Rtd)
3. संस्था के उद्देश्य और कार्यप्रणाली के लिए 'बाय-लाज' बना कर संस्था को रजिस्टर्ड किया जाये।
To Frame By-Laws for the functioning of IPST, and its Registration.
4. बैंक में संस्था का एकाउन्ट खोला जाये .
Open Bank A/C in the name of IPST.

प्रबंध- संस्था के प्रबंध के लिए 15 से 20 सदस्यीय बीओडी(बोर्ड ऑफ़ डायरेक्टर्स) होगा।
Administration- The 15 to 20 Members BOD(Board of Directors) shall be the Administrative Body.
कार्य-सञ्चालन- संस्था के दैनिक कार्य-सञ्चालन हेतु सचिव आदि मिलाकर एक कार्य-समिति होगी।
Executives- For day to day work, there shall be an Executive Body having Secretary and its staff.
एडवायजरी बोर्ड- पालि विषयक विशेषज्ञों का एक पेनल होगा।
Advisory Board- There shall be an Advisory Board having Specialist in Pali concern

1. सोसायटी नियम, प्रारूप एक (क) के उपनियम- 5 के परिपालन में संस्था के सदस्य निम्न तीन प्रवर्गों में होंगे-
Following the concern rule of 'Firm and Society' there are three(3) heads of Membership.
(क ) संरक्षक सदस्य(Trusty)- इस प्रवर्ग के सदस्य को संस्था की सदस्यता के बतौर संस्था के एकाउंट में एक लाख रूपया एकमुश्त/सुविधानुसार किश्तों में 14 अक्टू(धम्म दिवस) तक जमा करना होगा। ये ही सदस्य संस्था के निदेशक होंगे।
Trusty Membership- Board of Directors.
(ख )- आजीवन सदस्य(Life Membership):
इस प्रवर्ग के सदस्य को अपने अंशदान के बतौर संस्था के एकाउंट में रू. 10, 000/- एकमुश्त/सुविधानुसार किश्तों में 14 अक्टू(धम्म दिवस) तक जमा करना होगा।
Rs. 10,000/- at a time/partly shall be their contribution and have to deposit up to 14th Oct. 2020.
(ग)- साधारण सदस्य- इस प्रवर्ग के सदस्य को अपने अंशदान के बतौर संस्था के एकाउंट में रू. 100/- प्रतिमाह जमा करना होगा। साधारण सदस्य केवल उसी कालवधि के लिए सदस्य होंगे जिसके लिए वह अंशदान करेगा।

(घ) मानद सदस्य(Honorable Membership)-

उद्देश्य- पालिभाषा का अध्ययन, अध्यापन, प्रशिक्षण और शोध ।
Object/Goal- Studies of Pali Language, Research, Teaching and Training .
उक्त उद्देश्य की पूर्ति के लिए संस्था निम्न कार्य करेगी-
To attained the object/goal, the Institution shall execute the following activities to attain the Objectives/Goals-
Work/Activities-
1. प्रायमरी स्कूल, मिडिल स्कूल, हायर सेकेंडरी, स्नातक, पोस्ट-स्नातक, पीएच डी, डिप्लोमा आदि उच्च शिक्षा, शोध के पाठ्य-क्रमों का सञ्चालन करना ।
To run Primary Schools, Middle Schools, Higher Secondary, Graduations, Post-Graduation, PhD and diploma.
2. अन्य विषयों के साथ पालि भाषा का नागरी-लिपि, धम्मलिपि(अशोक लिपि) और अहिन्दी भाषियों(राष्ट्रीय, अंतराष्ट्रीय) के लिए रोमन-लिपि में अध्ययन-अध्यापन और शोध.
In addition to other subjects, Studies, Teaching and Research of Pali in Nagari-lipi, Dhamma-lipi(Ashok-lipi) and in Roman-lipi to promote it among Non-Hindi speaking people (national and international).
3. डॉ. अम्बेडकर कृत 'बुद्धा एंड हिज धम्मा' की दृष्टी से पालि-ग्रंथों का अध्ययन-अध्यापन और शोध।
Critical Studies of Pali Ti-Pitak and associates literature in view of Baba Sahab Dr. Ambedkar' work 'Buddha and His Dhamma'.
4. राष्ट्रीय, अन्तराष्ट्रीय बुद्धिस्ट स्मारक (बौद्ध-विश्व-विद्यालय, संस्थागार, विहार, गुफाएं, लेनी, स्तूप आदि ) पुरातात्विक स्थानों का संस्कृति, धर्म, इतिहास, भाषायी और सामाजिक, आर्थिक और शैक्षणिक महत्ता की दृष्टी से अध्ययन-अध्यापन और शोध ।
Studies and research of National and International Buddhist Monuments (Buddhist Universities, Monasteries, Vihars, Caves and Lenies, Stupas etc.) architecture places/spots in the reference of culture, religious, historical, linguistic and social, economic and educational importance.
5. पालि और धम्मलिपि के अध्ययन, अध्यापन एवं तत्सम्बन्धी अन्वेषण से रोजगार के अवसर निर्माण करना ।
Create the opportunities of employments through Teaching, Training and Advanced Research Studies of Dhammlipi and Pali Language and Literature
6. पालि भाषा, साहित्य, बुद्ध उपदेश, सम्राट अशोक का धम्म-मिशन, प्रबुद्ध भारत तथा धर्म, संस्कृति, सामाजिक, आर्थिक, शैक्षणिक, विश्व मानवता के सशक्तिकरण की स्थापना में, सुख, शांति, समृद्धता का मार्ग दिखाते हुए बोधिसत्व बाबासाहब डॉ अम्बेडकर के मिशन को महत्त्व को रेखांकित करना .
To highlight the role and importance of Pali language and literature,Teachings of Buddha, Dhamma Mission of Samtrat Ashoka and Buddhist India dream and Mission of Bodhisatva Babasahab Dr. Ambedkar in establishing of culture, religious, social, economic and education
empowerment of world humanity by showing path of Peace, Happiness and prosperity.
7. बुद्धविहारों/संथागारों, अम्बेडकरी/बौद्ध संस्थाओं/संगठनों से सम्बद्ध भिक्खु, उपासक, बच्चें, युवकों के बीच पालि भाषा, धम्मलिपि सम्बन्धी औपचारिक, अनौपचारिक शैक्षणिक कार्यक्रम और पालि, धम्मलिपि कक्षाओं का सञ्चालन।
To organize formal and informal courses and classes of Pali and Dhammlipi for Bhikkhus, Upasakas, children, youths related to Buddha Vihars/Monestaries, staffs of Ambekarites and Buddhists Institutions and organizations.
8. सामाजिक जीवन और नैतिक शिक्षण में समता, स्वतंत्रता और बंधुत्व की स्थापना हेतु विनय, बुद्धिस्ट जीवन, वैज्ञानिक तार्किक सोच, जागरूकता, संवैधानिक महत्त्व का अध्ययन।
Studies of Vinay/Buddhist way of life, rationality and scientific thinking, awareness and importance of Constitution in establishing of EQUALITY, LIBERTY AND FRATERNITY in social life and Moral Education.
9. विपस्सना अध्ययन और शोध।
Studies and Research in field of Vipassana.
10. वर्तमान धम्म और उसके पुनर्जीवन से सम्बंधित विभूतियों, प्रतीकों, पर्व/त्यौहारों, सम्राट असोक का जन्म दिवस(धम्मलिपि दिवस) आदि का अध्ययन और शोध ।
Studies and research on Great Buddhist Personalities who contributed in revival and survival of Dhamma Marks/Events, Dhammlipi Day(Birth Day of Asoka etc.
11. अन्तराष्ट्रीय पालि-दिवस, पालि-जागरूकता सप्ताह/माह, पालि-उत्सव, पालि-ज्ञान प्रतियोगिता, पालि- निबंध प्रतियोगिता, पालि भाषा, साहित्य और बुद्धोपदेश के प्रति जागरूकता हेतु वार्षिक सम्मलेन आयोजित करना .
To organize International Pali Day, Pali awareness week/month, Pali Festival, Pali Knowladge competition, Essay competition on Pali and Buddhism and Annually Pali Conference for creating awareness toward Pali language, Literature and Teaching of Buddha.
12. एमओओसी, वाट्स-एप, टेलीग्राम, यू ट्यूब आदि सोशल-मीडिया/साइट्स के द्वारा पालि और धम्मलिपि शिक्षण कक्षाएं, डिग्री, डिप्लोमा पाठ्यक्रम संचालित करना ।
To organize online Pali and Dhammlipi Learing classes and diploma courses and degree courses, through MOOC(Massive Online Open Courses), social media such as WhatsApp, Telegram, You Tubes etc

To establish a society 'International society for Pali Advancement(ISPA) for providing the platform for promotion of Dhammlipi and Pali Literature, Research, Teaching, Training, Publication and facilitate and co-operate to other national and international organizations and institutions.

IPST By-Laws-
To all honourable member, with your kind permission I would suggest the following points to be included in the by-laws. These points can be discussed by all the honourable members in the by-laws drafting committee, and accordingly they may be accepted, modified or deleted as they feel fit.
I want to place before the drafting committee that we should include as many items as possible to make the by-laws more exhaustive and informative. At a later date if we want to make some amendments, it may become difficult, cumbersome as it would require the approval of the Governing Body or some competent authority for approval. We may or may not implement all items immediately in one go that's immaterial.
The Institute's / academy's Head Quarters can be at Bhopal, Madhya Pradesh, which is logistically a best choice. Here, the Head of theInstute can be of the status of a vice chancellor (but with a different name. If we name the Post as VC, it would invite the interference of the government at the helm of affairs. Even the govt.or any political party may plan to undertake the Institute in the future). Hence, the post can be named as Administrator, Director General/Director etc., with the regional heads as Directors/Joint Directors.
There can be different Heads at the HQ., to discharge the duties of various functions, like Adminstration, Finance, Recruitment, Education (including distant mode), Training,
1. The HQ can look after the administrative affairs of International, national and regional Centres.
2. Can look after the advanced academic activities or play the role of Centre of Excellence for Pali Studies, viz.The admission of Post Graduate Diploma, Masters Degrees, Ph. D., and other short-term/ long-term research activities, etc.
Can conduct National and International level Trainings courses, meeting and Conferences.
3. Recruitment of staffs.
4. We can think of establishing four or more regional centres. e.g.,
i. Bangalore or Chennai.
Ii. Amaravati (AP) or Hyderabad (Telengana).
iii. Bhopal (under the aegis of the HQ).
iv. Patna (Bihar) or Ranchi (Jharkhand).
v. Delhi or Shimla.
These regional centres would cater the needs of a few states nearby as the learning centres.
In these regional centres we can focus -
a). The school education: namely - primary, secondary, higher secondary
b). Certificate and diploma courses
c). Collegiate education - only undergradute (as mentioned earlier, the PG Studies will be only at the HQ).
d). Conduct formal and informal meetings, trainings and regional conferences.
Once again request the Honourable members the by-laws drafting committee to consider these suggestions.

At a later date if we want to make some amendments, it may become difficult, cumbersome as it would require the approval of the Governing Body or some competent authority for approval. We may or may not implement all items immediately in one go that's immaterial.
The Institute's / academy's Head Quarters can be at Bhopal, Madhya Pradesh, which is logistically a best choice. Here, the Head of theInstute can be of the status of a vice chancellor (but with a different name. If we name the Post as VC, it would invite the interference of the government at the helm of affairs. Even the govt.or any political party may plan to undertake the Institute in the future). Hence, the post can be named as Administrator, Director General/Director etc., with the regional heads as Directors/Joint Directors.
There can be different Heads at the HQ., to discharge the duties of various functions, like Adminstration, Finance, Recruitment, Education (including distant mode), Training,
1. The HQ can look after the administrative affairs of International, national and regional Centres.
2. Can look after the advanced academic activities or play the role of Centre of Excellence for Pali Studies, viz.The admission of Post Graduate Diploma, Masters Degrees, Ph. D., and other short-term/ long-term research activities, etc.
Can conduct National and International level Trainings courses, meeting and Conferences.
3. Recruitment of staffs.
4. We can think of establishing four or more regional centres. e.g.,
i. Bangalore or Chennai.
Ii. Amaravati (AP) or Hyderabad (Telengana).
iii. Bhopal (under the aegis of the HQ).
iv. Patna (Bihar) or Ranchi (Jharkhand).
v. Delhi or Shimla.
These regional centres would cater the needs of a few states nearby as the learning centres.
In these regional centres we can focus -
a). The school education: namely - primary, secondary, higher secondary
b). Certificate and diploma courses
c). Collegiate education - only undergradute (as mentioned earlier, the PG Studies will be only at the HQ).
d). Conduct formal and informal meetings, trainings and regional conferences.

1.To establish Advanced Teaching Centre for Pali

2.To establish the Pali Studies and Buddhism

across the country to extend IIPSB activities to
cater to the needs of Buddhist and other

programme in Education for promotion of Pali and

7.To establish Digital Pali Studies & Buddhism
Centre to develop Pali learning software, Online Pali Schools for organizing
online Pali Learning classes and diploma and degree courses using MOOC (Massive
Online Open Courses) etc.
8.To establish an International Society for Pali
Studies and Buddhism (ISPSB) for providing the multi-disciplinary platform for
promotion of Pali Literature, research, teaching, training, publication and to
facilitate & cooperate with other national and international organizations
and institutions.
9.To organize national and international debates,
discussions and brainstorming sessions and
conferences, seminars on various themes pertaining
to the Originality of the Teachings of Buddha in contemporary Buddhist
Literature & Texts in context of Baba Sahab Dr. Ambedkar' work 'The Buddha
and His Dhamma'
10.To study the influence of the Buddha and His
teachings on the saints and scholars of India
and other Buddhist countries; with special emphasis
on the medieval Indian Saints like
Kabir, Nanak, Ravidas, Tukaram; Siddha Saints of the
South, Sufi Saints of the Western
India; influence of the Buddha on other scholars
like Socrates, Plato, Aristotle, Confucius
etc
11.To study the causes of Rise and fall &
decline of Buddhism in India; the role of the
Vibhishanas in finishing Buddhism from India.
12.To create the opportunities of employments
through Teaching, Training and Advanced
Research Studies of Pali Language and Literature.
13.To prepare and publish elementary and basic
magazine-like booklets for the children and
house-ladies for learning Pali in the easiest way.
14.To organize Pali promotional activities such as
International Pali Day, Pali awareness
week/month, Pali Festival, Pali Knowledge
competitions, Essay competition etc.
15.To create awareness among masses through
meetings, discussion, campaigns for inclusion
of Pali language in 8th Schedule of Indian
Constitution and status of classical language,
establishing State Pali Universities, Central Pali
University and also inclusion as a subject
16.To establish Pali and Buddhism Media Centre
(PBMC) for publishing literature of Pali
studies, Buddhism, writings of Baba Saheb Dr
Ambedkar; and works and contributions of
other Buddhist intellectuals for promotion of Pali
language and Buddhism;
monthly/Quarterly Journals/Magazines of Pali.
17.To publish an International Journal of Pali
Studies and Buddhism publishing therein the
findings of critical studies pertaining to Pali
language, Dhamma Script, Buddhism,
commentaries & reviews on Tripitaka and other
